It's false actually. Windows XP firewall even doesn't filter any outbound traffic! In case of security in public network, I prefer to use time-proved <a href="http://www.agnitum.com/products/security-suite/index.php" rel="nofollow">Agnitum Outpost Security Suite</a>.
